Specifications include, but are not limited to:• Review alternate PIN approaches provided in context of business needs that would provide a direct relationship between tax records, deed records and cadaster features. • Facilitate discussions with the City’s project team to reach consensus on PIN format and assignment process. This includes a review and decision on adoption of one of the existing parcel numbering schemes (OPA or DOR) as a Citywide PIN or assignment of a new PIN with direct correspondence to DOR, PWD, and OPA records and parcel data. • Identify workflow modernizations and potentially required technology within and between departments necessary to implement a new PIN system, and assist with implementation of any such technology as needed. • Prepare detailed work plan for phased implementation of the Citywide PIN. Identify current and planned parcel databases, detailed tasks, timing, and responsibilities. Organize work in coordination with new CAMA system implementation that is in progress at OPA. • Evaluate parcel records from primary sources and prepare parcel cross-reference table from primary sources including the DOR registry, DOR parcel geodatabase, OPA property records (parcel account numbers), PWD Parcel geodatabase, and other sources. The parcel reconciliation efforts led by the PRA/Land Bank (referenced in the Fact-Finding Summary attached) should also be reviewed. • Evaluate and identify discrepancies. Conduct initial research to resolve discrepancies and prepare revised parcel cross reference table with the goal of identifying all City taxable and exempt parcels. Design a process for identifying and resolving discrepancies on an ongoing basis.
