The proposal should state clearly what services the applicant is proposing to perform. All proposal elements should be clearly marked as to which work they are related to. The Office of the Mayor’s objectives for this project include the following: 1. Strategic Consultation and Policy Alignment • Routinely consult with City officials to gain a thorough understanding of the City’s public policy objectives, legislative needs, and state funding priorities. Create and present written briefing materials with strategic planning on how City’s objectives, legislative needs, and state funding priorities will be achieved. o Funding opportunities include, but are not limited to: Commonwealth grants, annual budgetary appropriations, and Redevelopment Assistance Capital Program (RACP) funding. • Assist in the development and implementation of a comprehensive lobbying strategy to advance the City’s legislative and funding goals at the state level. Develop goals and metrics to demonstrate whether strategy is on track. • Assess and advise the City on the evolving political landscape in Harrisburg to inform and refine the City’s advocacy approach. 2. Legislative Monitoring and Analysis • Track all state legislation that may impact the City of Philadelphia from the point of bill introduction through committee consideration, floor activity, and final disposition. • Alert the City to proposed legislation or planned initiatives that may affect the City— positively or negatively—and assist in developing and executing appropriate response strategies. • Research, monitor, and lobby on all aspects of pending legislation relevant to the City’s interests. • Provide the Mayor’s Office with a comprehensive weekly legislative report summarizing relevant bill activity, committee hearings, votes, and emerging legislative trends, including analysis of potential impacts and recommended actions. • Provide a quarterly customized legislative outlook tailored to the City of Philadelphia, highlighting emerging trends, risks, and opportunities within the Pennsylvania General Assembly that are relevant to the City’s policy goals.
