Specifications include, but are not limited to: 1. Consult with the Working Group to gain a thorough understanding of its public policy, legislative, and funding priorities; provide legislators with information about the mission and goals of organizations that comprise the Working Group, 2. Assess and advise the City on the political landscape to help guide the Working Group’s lobbying strategy, 3. Serve as a liaison between the Working Group and state level offices, including the General Assembly, Governor’s Office, Department of Community and Economic Development, Department of Labor, and other relevant state departments and agencies from all political parties, 4. Alert the Working Group to proposed legislation or planned initiatives that may impact Philadelphia, either positively or negatively, and assist in developing, and carrying out, the appropriate response strategy, 5. Review, analyze, and report on relevant legislative and political actions, including hearings and regulatory proceedings, sponsorship memos, committee meeting schedules, officials and staff transitions, as well as agency funding opportunities and initiatives of interest or benefit to the Working Group, 6. Create opportunistic strategies, including the development and production of materials, to influence local policy and legislative activities, 7. Draft correspondence, fact sheets, presentations, talking points, letters of support, and more on relevant issues, as needed, 8. Assist in fostering positive working relationships, on behalf of the Working Group, with members of the Pennsylvania General Assembly and their staff, 9. Identify key elected and appointed officials and staff with whom the Working Group should build and strengthen relationships. Implement a plan to facilitate meetings, events, or tours with those individuals - such as taking the lead to coordinate schedules, set agendas, and prepare the Working Group, 10. Provide regular written legislative reports as prescribed by the Working Group and routine updates on strategies planned and activities undertaken, 11. Organize Working Group visits to Harrisburg and legislative tours/visits of Philadelphia, as needed, 12. Coordinate with other lobbyist firms when necessary and 13. Assist in fostering positive working relationships with other levels of government as available. These might include relationships with members of City Council, federal legislators and agencies, as well as leaders in quasi-governmental agencies.
