Please note: This is a Sole Source Notification. Commonwealth University is requesting Sole Source approval to purchase Virtual Tour from Concept 3D. Concept 3D provides the Tour Builder CMS which allows for the creation and display of 360º Virtual Tours. Some of the customized features include: • Tour Builder CMS which allows for the creation and display of 360º Virtual Tours. All content can be created and updated directly within the Tour Builder CMS in real time. • 360º Video allows for support for up to (10) immersive 360º videos to be used as a tour stop’s main media. • Hotspots: Interactive elements within a main tour stop that can be selected to engage in other content or activity. • Embedded Slate forms. • Revision History allows users to download up to two years of revisions (changes made to tours) and audit who made changes, when, and to what. The university has produced significant in-house 360º photo and video along with standard photo and video specifically to be implemented on the Concept 3D virtual tour. We require a self-service CMS that allows for unlimited content updates at no additional cost. The university has the equipment to update 360 tour stops and other content at any time. Utilizing a different tour service would be a significant financial burden and would not allow the necessary flexibility that the university requires. Additionally, the significant work done by university staff for the tour would result in lost time and resources. It is clearly not feasible to award a contract for supplies or services on a competitive basis.
