The purpose of this RFP is to solicit proposals from not-for-profit organizations (“providers”) to operate a Single Room Occupancy program. The program will provide housing opportunities for individual adults (“participants”) who are experiencing homelessness, especially older adults (age 55 and up). The goal of this opportunity is to increase the number of vulnerable individuals who are safely and affordably housed in single room occupancy units with supportive services. OHS has effectively served hundreds of individuals using this model, which was expanded during COVID as “non-congregate shelter.” By reducing shelter density and providing more private spaces, OHS was able to reduce health risks for people who were elderly and/or had chronic health conditions. SRO programs have continued to provide an effective, caring housing option for vulnerable individuals. Many SROs operate as permanent housing. OHS is seeking proposals both fortemporary, non-congregate shelter SRO Models, as well as permanent housing models under this RFP.
