The Army Contracting Command – Letterkenny Contracting Office (CCAM-DSL) is issuing this Sources Sought/Request for Information as a means of conducting market research to identify contractors having an interest in and the resources to support this requirement to provide refuse services in accordance with the attached draft Performance Work Statement (PWS) for Refuse Services at Letterkenny Army Depot, Chambersburg, PA. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562111 – Solid Waste Collection.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has interest and the ability to perform these contract services, we request the following information to assist us in further developing our requirement and acquisition strategy:
1. Business name, mailing address, email address, website address, Point of Contact (POC), telephone number
2. Business size, any socioeconomic status (i.e. HUB Zone,8(a) Veteran-Owned, Women-Owned, etc.), company CAGE Code and Unique Entity Identifier (UEI), type of ownership for the organization
3. Tailored capability statements addressing the particulars of this effort, supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, please address the administrative and management structure of such arrangements
4. Copy or example of commercial terms or offerings for similar services. We are specifically interested in examples of pricing structure (i.e. per tonnage, per pick-up, etc.), schedules, or any combinations of different services/structures
5. How quickly can you start performance from date of contract award notice?
6. For the phase-in period, what is your capacity to deliver the required number of containers/dumpsters? How long will it take to have all required containers in place?
7. Any past performance/experience with commercial and/or government agencies performing same or similar services for industrial, manufacturing, or military installations.
8. GSA contract information or other Government Wide Acquisition Contract (GWAC) that might be available for ordering, if applicable.
The government will use market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated; develop an acquisition strategy; assist in developing a contract type and structure; and determine small business set-aside strategy.
Based on the responses to this sources sought/market research, this requirement may be set-aside for small businesses, procured through full and open competition, or through a pre-existing government contract such as the GSA multiple award schedule. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Contractors are required to be registered in the System for Award Management (SAM) at the time of offeror submission of any future formal solicitation. SAM registration is not required to respond to this notice.
