Specifications include, but are not limited to: The selected Offeror must provide, host, operate and maintain an automated, web-based RMTS system for the AEs. The system must generate random moment sample messages and send them to RMTS participants; defined as any individual at the county level who is responsible for performing tasks related to the RMTS. The participants will select from a list of tasks or activities presented by each time sample message to indicate what task or activity they are doing at the time indicated by the time sample request; and will code the indicated task or activity using a pre-determined parallel list of codes for Medicaid and non-Medicaid cost centers. An automated system and/or the selected Offeror’s staff, will receive and collect responses, and validate responses so that only allowable activity costs are allocated to the Medicaid program. The Offeror’s solution must include a system that retains all collected data and is capable of producing various reports necessary for the administration of the MAC program, providing reimbursements to AEs and claim submissions to CMS. The selected Offeror’s RMTS solution must perform the cost allocation calculations and produce necessary reports on a quarterly schedule, or more frequently if required. The Department must have the ability to access and view the collected data as well as the ability to view reports on any data element collected.
