Preliminary and final design activities related to rail projects including but not limited to platform, station, rail, and parking facilities. Provide design and delivery of construction plans and bid documents, potentially including land development, and related agency approvals. Provide bidding phase and construction support services. Assess existing conditions. Conduct feasibility assessments. Provide the necessary technical expertise and services to assist with and ensure the successful completion of preliminary and final design work and related environmental activities as it relates to transit and rail projects. Perform environmental tasks, including Phase I and Phase II Environmental Site Assessments (ESAs), Hazardous Materials Testing, Cultural and Historic Preservation, and preparation of documents required for National Environmental Policy Act (NEPA) compliance. Perform oversight services including review of plans and design specifications, materials and labor, and work performance for capital improvement projects. Provide transportation/land use technical assistance to local and regional government organizations including studies and ordinances development. Prepare documents and provide professional editing services. Provide all products in a format that can be used for professional printing. There are no pre-defined tasks for this project. Work will be conducted using work orders, negotiated with the selected offeror throughout the time of the contract. Work orders will define the scope of work for specific tasks to be conducted and determine the appropriate costs of each task, as well as the associated deliverables and timeline. The cost of each work order will draw down from the maximum contract amount. The selected offeror should not anticipate a uniform distribution of work throughout the contact period.
