Specifications include, but are not limited to: a) SMS Manual revisions from the initial FAA approved manual. b) Hazard specific risk analysis for movement and non-movement area hazards. c) Hazard specific risk analysis for all other airport areas including landside, terminal, curb, parking and roadways. d) Oversight and review of airport hazard Identification and mitigation recommendations. e) Safety Assurance process evaluation and recommendations prior to an annual FAR 139 certification safety inspection. f) Conduct specialized training programs for SMS committee members, Airport Executives, Airport Board Members, FAA Air Traffic, military, Allegheny County Police Department and others. g) Respond to any new rulemaking, Cert Alerts, and Advisory Circular changes related to Airport Safety Management Systems. h) Data management support (data integration, data standardization, document tracking, trend analysis). i) Make recommendations to the Authority which identify the consultants, contractors, vendors, products, and technological improvements which will be best suited to achieve the goals of PIT’s Airport SMS. j) Support ACAA Planning, Environmental Services, Field Maintenance, Facilities Maintenance and Engineering for risk analysis on construction and maintenance projects. k) Conduct safety risk assessments submitted with construction safety phasing plans. l) Prepare project proposals for FAA to determine applicability of FAA Order 5200.11A, FAA Airports (ARP) Safety Management System (SMS) on airport-initiated actions. m) Facilitate or participate on Safety Risk Assessment panels required by the FAA or Airport. n) Draft reports as requested. o) Provide risk assessment for changes to Airport Layout Plan and/or Master Plan Update. p) Provide risk assessments for FAA Modification of Standards. q) Provide risk assessments for changes to airfield marking, lighting and signage. r) Provide risk assessments for airport special events, IROPS planning, VIP movements, winter operations, significant changes to existing conditions and military operations. s) Provide oversight and support of SMS database implementation, upgrades and enhancements. t) Cost benefit analysis. u) Collaborate in negotiating and drafting Data Sharing and Reporting Plans in accordance with 14 CFR 139.401(e).
