Specifications include, but are not limited to: York County, Pennsylvania (County) is committed to ensuring that the County continues to prosper and evolve as the global economy shifts and the need for ultra-high-speed broadband access grows. The County therefore issues this Request for Proposals and Qualifications (RFPQ) to determine the interest of private entities to collaborate with the County to address the lack of broadband infrastructure in areas within York County. The County seeks detailed proposals and qualifications from entities to provide professional design, engineering, and construction management services for a County initiated middle mile fiber backbone infrastructure/network (Middle Mile Backbone) to bring high-speed/Gigabit-class broadband to currently unserved and underserved County homes and businesses in locations in southern portions of the County. To support the Middle Mile Backbone fiber buildout, the County has committed financial resources, providing access to community assets and rights-of-way (ROW), navigating the permitting process, and offering any other reasonable support the County can bring to the project. Notably, this RFPQ seeks professional design, engineering, and construction management services for the Middle Mile Backbone; the actual construction of the Middle Mile Backbone will be procured through separate competitively bid, sealed RFP(s).
