Phase I: . On-site evaluation and thorough review of the District's Special Education, Section 504, Gifted, Health Services, Registration, including specialized programming, operational functionality, outcomes and resource allocation and any other areas identified by the District. The evaluation is expected to include interviews, surveys, or fucus groups with administrators, parents, teachers, and students. · Evaluation of the leadership structure and oversight of pupil services, including the roles and responsibilities of the Director of Pupil Services, Special Education Supervisors, and other department leaders. The audit should assess decision- making processes, governance, accountability, and alignment with district goals and regulatory requirements. · Evaluation of service delivery models, staffing ratios, and resource allocation. . Review compliance with IDEA, Section 504, Chapter 14, Chapter 15, Chapter 16, and other relevant laws and regulations. · Assess written policies, procedures, and practices related to referral, evaluation, eligibility, placement, discipline, and progress monitoring. · Analyze student outcomes, including achievement, graduation, and post-secondary transitions. · Financial review to cover, but not limited to: o Budget allocations and expenditure o Use of Federal and State funds o Cost-effectiveness of services Phase II: . Present a report that details findings and recommendations to the Board of School Directors and District Administration. The report must include priority recommendations based on findings and consultation with stakeholders. This report shall not include any names of students or identifiable student information. This report is expected to assist the Department in developing an understanding of current practices related to Special Education, Section 504, Health Services, and MTSS across the District and areas for improvement upon which it can create an action plan.
