Specifications include, but are not limited to: Provide the Pennsylvania State Police, Bureau of Emergency & Special Operations, Special Emergency Response Team (SERT) with Tactical Emergency Medical Services (TEMS) covering the SERT West and SERT East coverage areas on an as needed basis or as mandated by the SERT Coordinator. Provide Tactical Emergency Medical Service trained ALS providers on all activations/assignments. TEMS teams must be able to acknowledge response within 5 minutes of activation notification. Notification procedures shall be established that utilize a primary and alternate method acceptable to both parties. Maintain 24-hour dispatch capabilities for team activations through MEDCOM (Medical Dispatch through Eastern Pa EMS Council and PA Department of Health with capability to converse throughout the Commonwealth). TEMS shall provide a minimum of (1) one tactical paramedic for each PSP SERT WEST activation. The exact number of paramedics will be set by the Pennsylvania State Police SERT Commander as mandated by SERT Coordinator for emergency non-primary coverage area responses. Provide written documentation to PSP Team Commander for each activation/assignment. Provide accurate and detailed billing which is to be all inclusive to a per call/incident/activation or assignment. Maintain records for all assignments, training, special events that team participation is required. Provides Pa Department of Health Licensed ALS vehicle(s) on activations. TEMS provider must carry approved and appropriate medical equipment (ALS/BLS) when assigned to a PSP SERT Element. Provides TEMS trained ALS providers on all activations/assignments (number of providers is situation dependent). TEMS Trained Medical Directors with PA Department of Health Medical Command authorization. TEMS members must participate in medical continuing education courses and additional training as appropriate. ALS Providers must be trained to current TCCC, Tactical Medicine, PA Department of Health scope of practice guidelines.
