Specifications Successful bidder(s) shall be required to supply the City of Philadelphia's Fire Department with Protective Footwear as listed in Sections 2 of this Invitation and Bid. 2.1 Purpose and Scope These specifications will outline the requirements for a 14" Bunker Style, leather, structural firefighting oblique safety boot with liner, to be worn by members of the Philadelphia Fire Department for structural firefighting. These specifications are designed to meet or exceed NFPA 1971 (2018) - Standard on Protective Ensemble for Structural Firefighting, 2018 edition or latest revision, CSA Z195-2018 Edition-7, ISO 9001:2018 Registered (International Standard/ISO 2015, Quality Systems Specification for Design, Development, Production, Installation and Servicing), UL Certified, and ASTM F 2413-18. 2.2 General Specifications 2.2.1 Description These specifications will outline the requirements for a 14" Bunker Style, leather, structural firefighting oblique safety boot with liner, to be worn by members of the Philadelphia Fire Department for structural firefighting. 2.2.2 Design Concept This oblique toe footwear needs to be designed for Structural Fire Fighters, providing ultimate protection, support, fit and comfort to the foot and lower leg. 2.2.3 Construction Should be of a molded sole with cement construction, black leather, 14” Bunker style boot with oversized triple and double stitched pull loops and built-in shin guard. 2.2.4 Sizing Footwear shall be provided in men's and women's sizes as outlined in NFPA 1971, 2018 edition or latest revision. Larger or smaller sizes will be available by special orders at NO ADDITIONAL COST. Required Sizes: Men’s: 5-16 including half sizes, and three widths: Medium, Wide, and X-Wide Women’s: 5-10, including half sizes, and three widths: Narrow, Medium, and Wide The successful seller shall be responsible for measuring any individuals with special order needs. Seller shall also establish and provide to the Safety Office a size conversion chart for the model of protective footwear being offered, based on the toe length, arch length, and the foot width as measured on the Brannock Scientific Foot Measuring Device. 2.2.5 Upper Fitting Should be 8-10 stitches per inch, Kevlar® Tex90 thread, double needle stitched on all seams, triple stitched on key seems. 2.2.6 Leather Upper leather needs to be engineered for heat, fire and chemical resistance and exceeds 20,000 Maeser flexes when tested to Fed,. Std 311 test method 8021.1. Upper leather should exceed puncture and cut resistance when tested as specified in NFPA 1971 – 2018 edition. 2.2.7 Lining The lining should consist of Gore® Crosstech® Omaha 3 Layer waterproof and blood borne pathogen resisting waterproof barrier with KX200-BO flame stop fabric between upper and waterproof membrane. 2.2.8 Shank Should be a three ribbed steel ladder shank that will not deflect more than .25 inches at 400 lbs. when tested according to NFPA 1971-2018 edition with riveted tuck unit.
