Specifications include, but are not limited to: • Phase 1 shall include the following, without limitation: Adopt Pay by License Plate (PBP) in lieu of current Pay by Space. • Replace the current Parking Pay Stations (PPS) with Multi-Space Meters (MSM) at all SEPTA parking facilities. (See Appendix 1 for a listing of MSM quantities per station.) These devices shall: ‒ Accept credit, debit, coin on surface lots, and continue to accept bills at garages. ‒ At surface lots, be upgradable to accept bills, if necessary. ‒ Be ready to accept Key 2.0 account-based media to enable users to pay for parking with Key 2.0 account funds. • Deploy commercially-available Mobile Payment Applications to support: ‒ Pay-by-app ‒ Pay-by-text ‒ Pay-by-call • At garage facilities (Lansdale, Norristown, and Frankford), remove gates and deploy fixedcamera (“Static”) License Plate Recognition (LPR) at entry and exit lanes. • Provide parking enforcement using: ‒ Citation Management System (CMS) ‒ Customer-facing interactive web portal for citation adjudication, citation payment, and permit and waitlist management ‒ Electronic hand-held citation issuance ‒ Mobile License Plate Recognition (LPR) systems installed on SEPTA-supplied vehicles
