The parenting program shall provide incarcerated pregnant and parenting women with the support, education, and services necessary to reconnect them with their families and establish stable lives once they are released from prison. Services are provided at the Philadelphia Industrial Correctional Center located at 8301 State Road. The average female population for April 2025 is 223. The services will be in-person, with the option of being virtual if needed. The program shall include but not limited to the following objectives. Improve knowledge of child development, mother/child bonding, positive discipline skills, health and safety. Link women to community-based services for education, employment, and housing upon release from prison. Help women overcome such barriers as lack of proper identification, health insurance, and stigma, so that they receive medical, mental health and substance abuse services in the community. Increase enrollment in and access to public benefits and health insurance. Assist women in reuniting with their children. Lower rates of recidivism for women enrolled in the program, which is defined as either a new conviction or a violation of the terms of supervision within two years of release.
