THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the
Department of the Navy, Naval Surface Warfare Center Philadelphia
Division (NSWCPD).
The NSWCPD Cybersecure HM&E Machinery Control Systems Department has a requirement to Teardown, Evaluate, Repair and/or modify POWER SUPPLY ASSEMBLY NSN 7GH 6130-01-619-4373 used in machinery control systems on Arleigh Burke (DDG-51) class ships. Drawings will be provided upon request.
This effort may establish the basis of a Public-Private Partnership (PPP) for repairing electronic components related to Hull Mechanical and Electrical equipment. Suggestions for facilitating this partnership on the part of the government will be entertained.
The NSWCPD Cybersecure HM&E Machinery Control Systems Department has a requirement to Teardown, Evaluate, Repair and/or modify POWER SUPPLY ASSEMBLY 63E920450G1, NSN H 6130-01-619-4373 used in machinery control systems on Arleigh Burke (DDG-51) class ships.
Teardown includes:
Remove Circuit Card Assembly (CCA) A1, A2, and A3.
Remove Circuit Card Assembly from its heat sink.
Test each component on A1 and A2 CCAs using Huntron 3200 or equivalent. Diagnosis of component level failures using of Huntron 3200S, Huntron Access2, PIDESO ACCAT or equivalent diagnostic equipment is preferred.
Test All DC-DC converters.
Remove and replace failed components
Restore conformal coating.
Reassemble power supply.
Test all outputs
Document voltage at each test point ensuring that each is within the following tolerance

Drawings will be provided upon request.
Components required for repair may be furnished by the Government (GFE)
Drawings and test routines will be furnished by the Government (GFI)
Acceptance tests will be furnished by the Government (GFI)
Provide the required services to meet the needs of the Government. Responses shall discuss past experience in electronic repair for DoD, maritime, or industrial customers. Responses are not to exceed ten (10) pages. Responses shall be in electronic format. A cover page for the response shall be included.
The cover page shall include:
Company name, Address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this notice and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.
NSWCPD will accept only electronic unclassified submission of responses.

This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning
purposes.
The Government WILL NOT PAY for any information received in response to this notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Phone calls will not be accepted.
