The Philadelphia Housing Authority (PHA) will be procuring physical needs assessments at sixty-six different Sites. The scope of work shall include but not be limited to a Physical Needs Assessment (PNA) completed for each site at a schedule of PHA’s convenience. The selected vendor shall be responsible for conducting the assessments on site and in person, providing a detailed reporting of the findings on each site, and proposing costs for the materials and labor expected in order to complete recommended upgrades. HUD regulations require PHAs to undertake a Physical Needs Assessment (PNA) once every 5 years and must be expanded to integrate with an energy audit, and it will be required to be performed using HUD’s PNA tool software, also known as the “PNA tool.”
