1. Review existing project documents, perform field observations as required and make recommendations to the Town regarding replacement of the culvert and possibility to keep road open during construction process. 2. Assist the Town in meeting the requirements of the CTDOT Local Bridge Program. a. Provide the necessary technical analysis and assistance to deliver a complete State Local Bridge Application package. b. Respond to reviews and comments from Agencies with Purview. Including but not limited to: CTDOT, CTDEEP, and Hamden Inland Wetlands. c. Assist the Town in holding pre-design public meetings to develop project design goals. d. Develop and maintain project schedule with input and approval by the Town. e. Develop Preliminary Design documents. f. Develop Semi-final designs and other design milestones included but not limited to Floodway analysis. g. Develop Final Construction Plans and Bid Package. h. Assist the Town in holding pre-bid meetings and responding to any questions from bidders. i. Assist the Town in reviewing bids for responsiveness. j. Review and develop (with input from Town) ranking metrics for bids. k. Assist the Town in preparing contract documents. 3. Construction Administration process: a. Provide design services during construction. b. Hold pre-construction meeting with construction contractors. c. Develop and maintain schedule with input and approval from the Town and construction contractors. d. Perform construction inspection and observations to ensure compliance with contract documents. e. Assist the Town in tracking and maintaining documentation. f. Develop As-built plans. g. Assist the Town in close out procedures.
