The contract will support planning, analysis, design, engineering, and project management tasks for the development and construction of Transit First projects. The City of Philadelphia’s Department of Streets (DOS) is pleased to announce a contract opportunity for On-Call Planning, Engineering, and Design Services for Transit First projects. The effort will support planning, analysis, design, engineering, and project management tasks to complete planning projects on time and within budget while still providing a quality product. Specific projects and tasks will be assigned, authorized, and executed on a Work Order basis. The Department’s objectives for this project include the following: ▪ The planning, scheduling, organizing, and controlling of resources to achieve specific objectives within established timelines, budgets, and quality standards. ▪ Advancing various projects from inception through bid award to the completion and closeout of all construction activity. ▪ The management and coordination of all aspects of each project with the DOS and its design and construction contractors, regulatory and resource agencies, utilities, private stakeholders, residents, the media, and the public. ▪ Quick reactions to short-term deadlines that may arise during the projects. ▪ Develop process and systems to support City Infrastructure Engineering program. ▪ Support the City Infrastructure Engineering program within the City of Philadelphia with other tasks as needed. ▪ Support the City in planning and project delivery including workforce preparedness and retention, vendor availability and diversity in all stages of project development, construction, and closeout. The Applicant’s proposed scope of work should address each objective specifically and describe in detail how the Applicant will achieve the objective, or how the Applicant will enable the Department to achieve the objective.
