Indiana University of PA (IUP) is requesting sole source approval for the purchase of several Spartan 730IS Noise Dosimeter Kits, which will be used to meet its obligations under a long-standing cooperative agreement with the Occupational Safety and Health Administration (OSHA). This specific model, the Spartan 730IS, is on an approved list of equipment that OSHA has designated for use by its state cooperative partners. IUP faculty consultants use the dosimeters to measure occupational noise exposure in various workplaces throughout Pennsylvania. The equipment must meet specific technical requirements to be serviced and calibrated annually at no cost by OSHA. This free calibration and maintenance is a key benefit of the cooperative agreement, ensuring the equipment remains accurate and compliant without additional expense to the university. The current equipment from different manufacturers has a quality control issue with delaminating circuit boards, which prevents OSHA from performing the required annual calibration and maintenance. Failure to purchase the PCB Piezotronics dosimeters would have significant negative consequences. It would prevent IUP from fulfilling the requirements of its cooperative agreement with OSHA, thereby halting the essential compliance assistance services the university provides. This would also put IUP out of compliance with the terms of its grant, potentially jeopardizing future funding. Since OSHA will not provide free maintenance and calibration for any other brand, this is the only viable solution to continue the program as stipulated by the cooperative agreement.
