The Department is seeking an experienced organization to provide safe, temporary accommodations to single adult men, women, or couples 18 or over (or emancipated, if under 18); or households with children age 21 and younger (families). Services must be provided without regard to actual or perceived race, ethnicity, color, sex, sexual orientation, gender identify, religion, national origin, ancestry, age, disability, marital status, source of income, familiar status, genetic information or domestic or sexual violence victim status. Adults may be male or female. Service animals, emotional support animals, and pets will be accommodated. Applicants must: 1. Provide a safe, clean and well-maintained environment 24 hours a day, 7 days a week, 365 days a year. 2. Treat all participants with dignity and respect from the moment of arrival to their exit from shelter. 3. Accept placements from OHS or OEM for families including males, females, and/or couples; and male and/or female heads of households and children 0 – 21 years of age at night and on the weekends and holidays. The Department’s objectives for this project include the following: ▪ Provision of a resolution center for individuals coming indoors from living in unsheltered conditions, or following an emergency or disaster ▪ Provision of temporary emergency shelter in a safe, clean facility ▪ Ability to provide accessible accommodations that meet requirements of the Americans with Disabilities Act and provide reasonable accommodations on an individual basis ▪ Provision of nutritious meals and snacks ▪ Provision of effective services to assist the participant to leave shelter to a safe alternative The successful applicant will have the experience and capacity to conduct the following three activities at the location provided: 1. Resolution Center – low-barrier emergency shelter and comprehensive services for individuals who are unsheltered. This would include up to 50 men, women, couples, and service animals, emotional support animals, and/or pets at a given time, for no more than 45 days from entry to exit. 2. Winter Initiative – low barrier emergency shelter for single adults and/or couples during the months of January, 2026 through March, 2026, with the potential to extend depending upon funding availability. 3. Emergency Displacement – emergency shelter and supportive services for single or family households displaced by a disaster or emergency, who need additional assistance and support to return to stable housing
