111 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S9025QA006, to award without discussion, a Firm Fixed Price (FFP) type contract for a MQ-9 display model. Basis for award is Best Value between price and non-price factors. Therefore, the Government reserves the right to award to other than the lowest quoted price. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 339930 and the Small Business size standard is 700 employees. All prospective quoters must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.
Vendors shall respond to this RFQ via email by 14 August 2025 at 2:00 p.m. Eastern Daylight Time (EDT). All quotes should be sent to Joshua Quap at joshua.quap.3@us.af.mil and Macy Wester at macy.wester.1@us.af.mil before the due date and time specified. Any quotation received after the exact time specified for receipt of quotes is considered late. All quoters must list their Unique Entity Identifier (UEI), CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make a quoter ineligible for award. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. Notice to quoters: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs. Submitted quotations shall be valid for 60 days after the closing date of the RFQ.
The specifications are as follows:
1/6.55 Scale Fiberglass MQ-9A Model:
(1) Scale: 1/6.55, with a length of approximately 5.50 feet and a wingspan of approximately 10.08 feet, ensuring accurate representation of the MQ-9A's dimensions and proportions. Dimension for reference is open source at MQ-9A Reaper (Predator B) | General Atomics Aeronautical Systems Inc. in the Characteristics section of the webpage.
(2) Material: High-quality fiberglass construction for durability, weather resistance, and realistic appearance.
(3) Level of Detail: Accurate representation of external features, panel lines, antennas, and markings, as per provided specifications and reference imagery, including the following specific markings:
* Tail Flashing (Ruddervators): "Pennsylvania" at the top of each ruddervator and "PA 111 ATKW" on each ruddervator.
* Rudder: "AF 04016"
* Ruddervators: Air National Guard Patch on both ruddervators.
* 4 x AGM-114 Hellfire missiles designed to be optionally detachable, allowing the user to configure the model with or without the missiles attached.
* 1 x GBU-12 Paveway II laser-guided bomb designed to be optionally detachable, allowing the user to configure the model with or without the bomb attached.
* 1 x GBU-38 Joint Direct Attack Munition (JDAM) designed to be optionally detachable, allowing the user to configure the model with or without the bomb attached.
(4) Finish: Professional-grade paint finish with accurate color matching to the standard MQ-9 paint scheme and a durable, weather-resistant clear coat.
(5) Weight: Manageable weight (approximately 15 to 18 kg) to allow for easy transport and setup by one or two individuals.
b. Model Stand:
(1) Material: The base will be sturdy and made of stainless steel, with the ability to bolt to the ground if necessary.
(2) Design: Designed for easy assembly and disassembly without specialized tools, allowing for quick setup and takedown.
(3) Finish: Professional-grade finish that complements the model's appearance and is resistant to scratches and wear.
(4) Stability: Must provide a stable base for the model, able to withstand 15 mph gust winds (if intended for outdoor displays). Prefer to a design that utilizes weights (e.g. sandbags) at base but must be sturdy enough to accommodate the tension and stress of that weight.
(5) Manageable weight (approximately 20 kg) to allow for easy transport and setup by one or two individuals.
c. Protective Travel/Storage Case:
(1) Material: Durable fiberglass construction to provide maximum protection for the model and stand during transport and storage.
(2) Interior: Custom-fitted foam padding to securely hold all model components (to include the model stand) and prevent movement or damage during transit.
(3) Closure: Secure latches and a tight-fitting seal to protect against dust, moisture, and impact.
(4) Handles: Integrated handles for easy carrying.
(5) Size: Packaging should be designed for easy transport and storage. Dimensions must accommodate the disassembled model and stand, while maintaining a manageable size and a total height of no more than 36 inches.
(6) Manageable weight (approximately 15 to 18 kg) to allow for easy transport and setup by one or two individuals.
(7) Carrying Handles: The fiberglass carrying case shall include four (4) durable, ergonomically designed handles, strategically placed to accommodate a minimum of two (2) individuals for safe and balanced lifting and transport. The handles must be capable of supporting the combined weight of the model and base within the case.
