Assess the legal framework governing land banks in Pennsylvania and any relevant regulations. Research and assess current land recycling programs administered by RAAC and by municipalities within Allegheny County, including the Vacant Property Recovery Program. Research and assess current land bank organizations within Allegheny County. Stakeholder Engagement Identify and engage key stakeholders, including local government officials, community organizations, land bank organizations, housing development partners, property owners, and residents. Conduct surveys, interviews, and focus groups to gather input on community needs and perceptions regarding a land bank and other land recycling efforts.
