This announcement constitutes a Sources Sought for sources that can provide a quantity of one (1) lactation pod in support of Naval Supply Systems Command (NAVSUP) Headquarters (HQ) meeting the below specifications and requirements. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government plans to procure this supply as a Commercial Item as defined in FAR 2.101.
BACKGROUND: In December 2022, the federal Fair Labor Standards Act (FLSA) was amended as part of the federal omnibus bill. The law, Providing Urgent Maternal Protections (PUMP) for Nursing Mothers Act, requires employers to provide all breastfeeding employees with a private lactation space that is not a bathroom.
REQUIRED SPECIFICATIONS:
- Lactation pod size must be ADA-Compliant. Pod will be installed in a hallway, one side of the pod will be against a wall and must not stick out more than 70” into the hallway in order to maintain ample walking space in the hallway. Pod height must not exceed 95”.
- All surfaces must be Non-Porus Bleach Cleanable
- Ventilation System
- Dimmable LED lighting
- Shatterproof Plexiglass Skylights with Privacy Film (or equivalent)
- (2) UL Listed electrical outlets, 15A 120V + (1) USB and (1) USB-C ports
- Bleach cleanable, echo-absorbing, acoustic felt wall panel to provide sound control and privacy
- Private Locking Door, self-closing
- Compliant for all other Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) requirements such as accessibility ramp or other features.
- Interior Lock with Exterior Occupancy Indicator, exterior keys provided.
- Lactation Room Door Signage
- Chair on the interior with a cleanable surface that is designed for nursing mothers
- Plug and play into a standard 3 prong wall outlet
- Designed to be movable with no building modifications needed for installation.
- Minimum 1-year parts and labor warranty
DELIVERY: A required delivery date has not yet been determined.
Shipping/delivery and installation will be included. Delivery will include dropping off material. Customer will not provide loading dock or forklift to unload material. Access to space will be through a standard door 36” wide x 82” high, all items must be able to fit though the door. Delivery to be made Monday through Friday during 0800 to 1600 hours.
RFI SUBMISSION REQUIREMENTS:
Interested parties shall submit responses to this Sources Sought. Responses should reference this Sources Sought and shall include the following information:
- Company name, address, point of contact, phone number and email address
- CAGE Code
- Capability statement address the ability to provide and deliver a lactation pod meeting the required minimum specifications listed in this Sources Sought
This annoucement is not a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not assume liability or costs incurred in response to this Sources Sought. Respondents will not be notified of the results and the U.S. Government is not required to answer any questions submitted in regards to this RFI. Please note the information within this Sources Sought will be updated and/or may change prior to an official solicitation, if any.
