This Sources Sought Notice is for market research and to determine the procurement method for quarterly preventive maintenance and repair services on animal and laboratory equipment for the veterinary medical unit located at the Atlanta VA Health Care System, Decatur, GA. Based on the responses to this notice, this requirement may be set aside for small businesses or procured through full and open competition. This notice is not a solicitation for proposals. STATEMENT OF WORK Animal and Laboratory Research Equipment Repair and Maintenance Services SUMMARY: The Research Department s Veterinary Medical Unit (VMU) at the Atlanta VA Health Care System requires preventive maintenance and repair services for 11 pieces of equipment used to maintain sterilization and sanitization in Research necessary to maintain biosafety and biosecurity, including disinfection of biohazardous waste material as directed by local policy, VHA Directive 1200.08, the NIH Guidelines, and the Biosafety in Microbiological and Biomedical Laboratories manual (6th edition). The equipment, utilized by numerous VA-funded Principal Investigators, includes a total of six (6) autoclave steam sterilizers, two (2) glass washers, a cage washer, a tunnel washer, and a bedding dispenser. Equipment is located within shared vivarium space on the 4th floor of the A Building and laboratory space on the 4th and 5th floors of the A Building, and 12th floor of the C Building. This will be a rm- xed price contract with a duration of one base year and four one-year option periods, which will be exercised at the Government s discretion. SCOPE OF WORK: This scope covers the following: furnish parts, supplies, and labor for repairs and maintenance for the following research equipment, hereafter termed equipment or the equipment . The vendor agrees to the following deliverables: Services shall include the labor for inspection and repair of the equipment listed and includes the parts necessary to maintain the equipment. (Excludes subassemblies, display panels, circuit boards, sonic generators, pressure transducers, century door gaskets, pumps and motors). All parts must be new and conform to OEM speci cations. Rebuilt or remanufactured parts will not be accepted. The facility agrees to assist the vendor in obtaining replacement parts and materials from suppliers who have policies of selling parts only to end-users. Vendor shall provide call-back service on equipment listed on the maintenance agreement during regular business hours at no additional charge. Vendor must be available to respond to call-back repair service requests within one (1) business day of receiving any such call-back repair service request. This entails, at minimum, on-site diagnostic of equipment described above as requested for call-back repair service. Vendor is not responsible for repairs or emergency calls caused by neglect, misuse, house utilities or any failure from lack of services to the unit. All necessary routine services and emergency calls under this agreement shall be rendered during normal business hours of 7:00 AM to 4:00 PM, Monday through Friday, excluding holidays. Major overhauling, welding, upgrades including 2000 to 3000 conversions and Olivetti to Epson printer conversions and rebuilding are not provided for under the terms of this agreement. No such service will be performed until a written estimate including labor, parts and transportation has been submitted to and approved by the customer. Vendor must schedule all work with the Contracting O cer Representative (COR). Vendor shall not perform any service that will result in additional charges without prior approval from the Contracting O cer. Vendor shall provide all parts, user guides and service manuals to Atlanta VA Health Care System, 1670 Clairmont Rd, Decatur, GA 30033 OPERATING HOURS: Regular business hours are 7:00 AM to 4:30 PM, Monday through Friday. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. QUALIFICATIONS: Contractor personnel must be fully quali ed and possess the required equipment, license, and permits to perform this service.
