The City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), specifically Intellectual disAbility Services (IDS), seeks 1) agencies to conduct initial eligibility evaluations and 2) agencies to deliver Early Intervention services to infants and toddlers and their families who reside in Philadelphia County, as specified in Chapter 4226 of The Pennsylvania Code. The purpose of Philadelphia Infant Toddler Early Intervention (ITEI) is to coach parents and caregivers on what they can do with their child throughout the day, every day, to increase their child’s learning and growth. The two types of services requested through this Request for Proposal (RFP) are 1) initial eligibility evaluations and 2) ongoing services that are delivered according to the Individualized Family Service Plans (IFSP) for young children and their families. Both types of services occur in the home and community with the family. Applicants may apply either to conduct initial eligibility evaluations or to provide ongoing services with the family in the home and community. Because of the potential of a conflict of interest, agencies cannot apply to conduct both initial eligibility evaluations and ongoing services (55 Pa. Code § 4226.61). Only agencies that can deliver in-person, teleintervention (virtual) and a hybrid of in-person and teleintervention sessions will be considered. In Pennsylvania, the family determines how the session is conducted, and agencies must be able to deliver all these options. Most families opt for in-person evaluations and sessions and agencies must be able to meet the needs of these families.
