Specifications include, but are not limited to: Objectives. A. General. The PLCB is a multi-faceted agency responsible for the sale and control of alcoholic beverages throughout the Commonwealth and is one of the largest purchasers of wine and spirits in the country. The PLCB operates approximately six hundred and forty five (645) retail outlets within a category management business model. The PLCB works with its industry partners to issue, renew, or validate approximately twenty-one thousand (21,000) liquor licenses annually. The PLCB wishes to select a Contractor to identify, document and prioritize the business process and technical requirements of the Bureau. The completion of these tasks will allow the Bureau to better support licensed establishments and serve the citizens of Pennsylvania. The Bureau must remain in compliance with the statutory and regulatory mandates of the Liquor Code and PA Code, Title 40. B. Specific. The Bureau utilizes systems that include, but are not limited to, allowing licensees to renew applications on-line, performing tax clearances on licensees, imaging documents, performing investigations of licensees, interacting with the Pennsylvania State Police, Bureau of Liquor Enforcement Office, interacting with various court systems in the Commonwealth, and administering a Nuisance Bar program. The imaging system mentioned above is also utilized by the PLCB’s Office of Chief Counsel, the Office of the Administrative Law Judge, Pennsylvania State Police, Bureau of Liquor Control Enforcement Office, and Bureau of Alcohol Education.
