In March 2025, West Chester University contracted with Husch Blackwell LLP to conduct an independent investigation. This is specialized work and the University has worked with Husch Blackwell in the past with similar matters. The University received a proposal from Husch Blackwell that was based on a time and expense estimate. At the time that the initial proposal was received, it was believed that the total cost of these consulting services would fall below the established bid limit of $23,800. Unfortunately, the consulting work was more involved than originally estimated and the cost of the consulting services have exceeded the original estimate and the bid threshold. By the time the actual scope of the work was fully realized, the investigation was well underway and it would have been impractical for the University to demand that the work be stopped so that the University could solicit competitive pricing.
