The Home Efficiency Rebate (HER) Program (Program) is a residential rebate program created by the federal Inflation Reduction Act (IRA). Appendix B (HER Application Instructions) contains the Program requirements and application instructions for the Home Energy Rebates Programs. The Department of Environmental Protection’s (DEP) Energy Programs Office (EPO) is the designated State Energy Office for Pennsylvania. The United States Department of Energy (DOE) has indicated its expectation to provide EPO with formula funding to implement the Program. Please reference Attachment F (Federal Requirements for Information on Federal Funding Guidelines). A maximum amount of 20% of the total funding will be available for the administration of the Program. Total Program administration costs will include all administrative costs of EPO as the Program administrator, as well as those of the Program implementer, and the selected contractor and associated subcontractors, if any, assisting in the design and implementation of the Program in accordance with the rules as defined in the Program guidelines, Section 50121 of the Inflation Reduction Act, issued on July 27, 2023 and updated on October 13th, 2023, June 17th, 2024, and December 16th, 2024, as well as any forthcoming federal guidance (“Program Guidance”). DEP seeks a contractor who will minimize, to the greatest extent possible, all administrative costs for the design and implementation of the Program in its entirety, while delivering robust results that lower energy costs for Pennsylvanians, with a focus on lowincome, multi-family buildings.
