This project is for the construction of the Delaware & Hudson (D&H) Rail Trail in HARMONY TOWNSHIP, SUSQUEHANNA COUNTY in the COMMONWEALTH of PENNSYLVANIA.The project is a linear 3.63 mile multi-use trail project aligned on the former D&H railroad right-of-way (D&H) owned (or eased) for trail use by the Rail-Trail Council of NEPA. This trail section begins 1.1 miles South of Melrose Road along the former railroad and continues north to Rockwell Rd in Stevens Point, PA. At Rockwell Road, the new trail will connect with an existing trailhead and to an existing section of the D&H rail trail that extends to the NY/PA state border. The proposed trail will be fully ADA accessible from the trailhead in Stevens Point and, will have a 10-foot-wide crushed stone cross section with 2 - foot graded shoulders that will replace the existing railroad ballast / roadway. The project will, for the most part, maintain the existing drainage infrastructure and rehabilitate the ditches associated with the system. Drainage areas, flow patterns, volumes and location of drainage structures are proposed to remain unchanged. The ground disturbance associated with the project will primarily be the excavation of the existing ballast, and the removal of soil and debris in the existing drainage pipes and ditches to re-establish functionality. Suitable excavated material will be reused within the trail corridor as fill and base material. All unsuitable/ excess excavated material will be properly disposed of off-site
