Serve a minimum of 200 individuals in a 12-month period from the Harbor Homes, Harbor Homes Annex, Bird Drive, Eastbrook, Lake City Dwellings and Scattered Sites public housing communities. 3.2 Provide a comprehensive Job Development and Adult Education Program utilizing an employability model that includes individualized employment and education plans, work hardening skills and progressive levels of training that lead to employment. This component must use state-certified instructors. 3.3 Provider must offer appropriate job placement and career counseling programs to participants. 3.4 Provider must partner with businesses occupying the Joyce A. Savocchio Industrial Park, such as Paragon and Grow Erie, to develop employment opportunities for Authority residents.
