System Design Review and Recommendations o Assess the existing ArcGIS 10.3.1 environment, including hardware, licensing, security, and SSL configuration. o Provide recommendations for an upgraded ArcGIS Enterprise 11.5 environment. o Deliver updated system diagrams and enterprise configuration documentation. 2. Migration and Implementation Assistance o Develop a detailed migration plan from ArcGIS 10.3.1 to 11.5. o Execute data migration, ensuring accuracy, minimal downtime, and integrity. o Configure server, portal, and associated components in alignment with best practices. 3. Security and Data Integrity o Implement provisions to protect restricted and mission-critical data. o Provide strategies for ongoing monitoring and risk mitigation. 4. Training and Knowledge Transfer o Provide training for Luzerne County 911 Communications GIS staff and County GIS staff. o Deliver documentation of deployed system workflows, processes, and configurations. 5. Post Go-Live Support o Offer a defined period of go-live support to resolve issues after deployment. o Provide performance monitoring and tuning during the stabilization phase.
