Deviation from the below scope, where recommended by the Vendor, is permissible but reasoning for deviating must be specified within Vendor’s proposal. To better serve the public, FJD seeks a qualified Vendor to recommend industry standard technology and solutions, in compliance with all requirements as set forth for both the Pennsylvania Automated Child Support Enforcement Systems (“PACSES”) network and the City of Philadelphia’s Office of Innovation and Technology (“OIT”) built CityNet network, so to provide the FJD with a customizable, out of the box, and state-of-the-art electronic filing solution, inclusive of a: a) Secure platform with role-based access control, configurable workflows, comprehensive audit logs of all administrator and user activity, and integration with a self-represented litigant and attorney portal. b) External portal, with accessible design adaptable for mobile phones as well as desktops, for selfrepresented litigants and attorneys to easily initiate new cases, submit complaints and petitions regarding child support matters, and file various documents (e.g., income and expense statements) to new and existing cases. c) Robust, data agnostic document management component that auto-populates, where appropriate, but otherwise utilizes fillable Portable Document Format (“PDF”) forms and can create, edit, store, manage, and track all ingested electronic documents and images. d) Design which delivers a seamless experience for all users to accomplish tasks easily and with minimal effort, while also providing an upgrade path as technologies advance. e) Work plan must not require imposing any fees on those utilizing the external portal. f) Service Level Agreement which ensures application is available for minimally interrupted (e.g., scheduled maintenance) use 24/7/365 and which provides premium chat, phone, and email support.
