Scope of Services: 1. Represent the Authority's interests before both chambers of Congress and chairs and staff of committees of jurisdiction to advance SEPTA’s funding and policy priorities. 2. Support the work of SEPTA Government Affairs by establishing and maintaining strong relationships with Southeast Congressional delegation members and their staffs to maximize the Authority's input and influence in federal matters relating to public transportation. 3. Represent the Authority's interests before the White House and appropriate federal departments and agencies to preserve funding and secure essential approvals to advance plans, programs and projects. 4. Leverage contacts and relationships with US Department of Transportation officials (FTA and FRA) and White House officials involved in transportation and infrastructure policy to identify impact of new administrative action and policy decisions. 5. Monitor annual appropriations legislation for funding opportunities and to preserve authorized federal formula and discretionary funding. 6. Coordinate outreach to committees of jurisdiction to advance SEPTA’s transit and rail priorities in advance of surface transportation reauthorization. 7. Assist the Authority in securing federal discretionary funding to advance capital program, including identifying funding agency priorities and securing support from Congressional delegation. 8. Monitor pending federal legislation and administrative regulations for potential impact on the Authority, including related to federal commuter rail policy and Amtrak. Provide advice and direction and assist the Authority with drafting responses or testimony, as necessary.
