Specifications include, but are not limited to: The mission of the Philadelphia Department of Human Services is to provide and promote safety and permanency for children and youth who have experienced or are at risk of abuse, neglect and delinquency. The Department is comprised of the following divisions: o Child Welfare Operations (CWO) o Juvenile Justice Services (JJS) o Administration and Management (A&M) o Policy Development & System Enhancement The services to be purchased via this solicitation effort are under the auspices of Juvenile Justice Services (JJS). The Division of Juvenile Justice Services (JJS) is responsible for operating the county’s secure detention center, developing the county’s budget for delinquency services, contracting with private providers for treatment services and receiving and disbursing funds used for delinquency services. JJS consists of two main operating units – the Philadelphia Juvenile Justice Services Center (PJJSC) and Court & Community Services. The PJJSC, Philadelphia’s secure juvenile detention center, is designed to provide temporary care and supervision of alleged and adjudicated delinquents who are awaiting court action.
