Specifications include, but are not limited to: 1. Training The consultant(s) shall document the current staff training program at the Lancaster County Prison, review the current curriculum and practices in complying with nationally recognized standards for correctional training, including but not limited to the American Corrections Association, the American Jail Association, Pennsylvania Code Title 37, and the American Management Association. The consultant shall not limit this review to solely basic training, but all prison training for all prison departments at all levels. Based on this review, the consultant will provide an overall assessment of the training and document where areas of deficiencies exist and/or improvements shall be considered. The consultant(s) will provide written recommendations for improving the training program, inclusive of methodology in how to accomplish any of the recommended objectives, which are to be based on correctional best practices and evidence-based research. A cost impact report will also be provided by the consultant of recommended revisions or the implementation of new policies and practices. 2. Staffing The consultant(s) shall complete a general correctional staffing analysis, utilizing the method sanctioned by the National Institute of Corrections (NIC) in Staffing Analysis Workbook for Jails, 2nd Ed., by Dennis Liebert and Rod Miller. (This document can be viewed online for free at http://static.nicic.gov/Libary/016827.pdf. The consultant(s) shall also incorporate opinions based on experience in the field or referencing other literature and practices. A written report shall be provided to the county which shall provide for, but not be limited to: appropriate staffing levels, shift assignments, distribution of workloads, post assignments, shift and post relief factors. Included in any recommendations shall be a cost-impact analysis. This report is to reflect appropriate staffing using nationally recognized 5 standards for correctional staffing, as well as recognized management standards for appropriate span of supervision ratios. 3. Hiring Policy & Procedure Review The consultant(s) shall also complete a review of prison policy and procedure including, but not limited to hiring standards, pre-employment screening, physical and mental requirements for the positions applied for and any special employment criteria. The consultant is also requested to analyze the potential of pre-employment psychological testing and physical fitness training. The review is not to confine itself to existing practices but shall provide a written report of best practices, together with a cost analysis statement for implementation of any recommended revisions to existing policies and practices.
