Montgomery County Department of Health and Human Services Office of Public Health (OPH) and Department of Public Safety (DPS) seek a contractor to develop response matrices and support materials guiding primary and support roles and responsibilities across a variety of large-scale, cross-departmental emergency responses. Examples include weather-related and other natural disasters; chemical, biological, radiological, nuclear, and explosive; mass casualty and fatality events; pandemic and other public health emergencies; utility disruption. Work products should incorporate lessons learned from COVID-19, Hurricane Ida, and other scenarios involving participation from multiple departments. This process and the resulting work product will be used to engage, prepare, and guide multiple departments in development and implementation of response protocols. Work products should also identify activation levels and thresholds; communication protocols; partners to be involved in various levels of response; lead and support roles in preparedness, mitigation, and recovery activities; and a training and exercise framework that can be applied across multiple departments. Work products should also identify gaps in and ensure that required operating plans align to support the needed response work.
