PWD has established the Emergency Abatement Repair Program to handle emergencies in both residential and commercial properties. Emergencies under this program shall be defined as, a. a PWD induced emergency due to a failure in one of PWD’s operating systems, (e.g. choked and/or defective main sewer or broken water main, hydrant lateral, or the like), usually the result of normal wear and tear and age of existing operating systems or, b. a PWD-induced emergency due to damages caused by a PWD employee while performing his or her duties or, c. PWD acting as liaison to make repairs to a private sewer or water main, whereas the costs for the repairs are evenly distributed to each property connected to it or, d. any other work administered by and/or deemed necessary by PWD, this could include work performed for a unit, department, or utility to be either inner-funded or billed at a later date. PWD will not be responsible for any repairs/replacements not directly related to the failure of the City’s infrastructure, damage caused by and employee, and/or other contingency deemed necessary by PWD. Any additional unrelated work discussed between the Vendor and the customer would be the customer’s responsibility and is not, in any way, associated with PWD or the City of Philadelphia. PWD must be notified of any work performed for the customer and at the customer’s expense, while performing work in conjunction with work assigned by PWD. The Program requires that the awarded Vendor(s) be available for immediate response as defined in Section 2.6.4 of this Invitation and Bid. The Scope of Work includes but is not limited to the following: a. Repairs, replacements, alterations and additions to the sanitary and storm drainage systems, including the main house drain(s), curb trap(s) (including fresh air inlet and cover) and, lateral(s). b. Repairs, replacements, alterations and additions to the water line including the service line from the ferrule, curbstop (including curb box and cover), supply line to meter, meter and house ball valve(s), piping and accessories. c. Repairs, replacements, alterations and additions to house heater(s) and hot water heater(s) will be paid at the predetermined costs as stated in Section 2.9. Installation of new house heaters cost include an auto-feed, mandatory new expansion tank and low water cut-off. Any additional work or materials that are required, but not included in the normal scope of work for the repair or replacement of a house heater and/or hot-water heater, must be approved prior to making the repair or replacing for cost consideration. d. Repairs, replacements, alterations, and additions to the private sanitary and storm sewers, to include cleanouts and repairs, replacements, alterations, and additions to private water mains, to include curb boxes, curb stops, and covers, as well as any other associated piping and accessories necessary for this type of work, includes labor (which encompasses excavation) and materials. e. Excavation, back-filling and tamping in connection with work under this Section. f. Cutting in the existing work required and cost of patching with the same. g. Performance tests for all materials furnished or installed under this Section.
