The Chester County Department of Children, Youth and Families (hereafter referred to as the “Department”) is seeking proposals from qualified service providers (hereafter referred to as “Provider”) with experience working with elementary school-aged youth with school attendance concerns who may be interested in applying for funds to implement an Elementary School-Aged Truancy Prevention Program in Chester County. (See “Scope of Work” below for specific service requests.) We anticipate these services will begin July 1, 2025, and continue through June 30, 2030. The initial contract will cover the first two fiscal years. We plan to fund these services in subsequent years, but future contracts are dependent on continued funding from the state and performance of the provider. We are anticipating an initial annual budget of approximately $196,982. The Department is looking for creative and innovative programming that includes direct services with the youth, their families, schools, and community resources to address and remedy truancy issues. The Elementary Truancy Prevention Program should focus on parent/guardian skill development and interventions. It should include the provision of assessment, monitoring, and counseling services and all required documentation by the Department of Children, Youth and Families and/or the Department of Human Services (DHS). These services should be provided in coordination with Department staff and the families, ensuring that counseling sessions and meetings are held at times and places that are convenient for the families, which may include evenings or weekends.
