The Philadelphia Water Department (PWD) invites proposals from qualified applicants with scientific and technical expertise to assess approved nature-based infrastructure technologies (NBIT) that complement traditional water pollution abatement methods, assist in meeting water quality endpoints, and create resilient aquatic habitats. The selected applicants will evaluate the feasibility of implementing these technologies in high-energy urban waterways and analyze the return on investment (ROI) in comparison to traditional pollution control measures. The selected contractor will be tasked with compiling a comprehensive inventory of NBIT tactics (“Blue Technologies”) deployed across diverse aquatic ecosystems, identifying their pertinence in urban waterways, pinpointing data gaps, and identifying key foundational species critical to these aquatic ecosystems. The contractor will be responsible for the development of metrics-driven habitat suitability indices (HSI) and ecosystem services models tailored to various aquatic ecosystems to support project feasibility assessments and planning efforts within Philadelphia waterways.
