Perform NBIS Inspections of the 80 locally owned structures in Lackawanna County. Project also includes performing load rating analyses per AASHTO, PennDOT's DM-4, and Pub. 238 App. IP 03-E: Load Rating Best Practices Manual. This work will take place between 2026-2030. The agreement requires the consultant to provide: One (1) Professional Engineer to serve as the overall Project Manager for the agreement, at least One (1) Inspection Team Leader, and at least One (1) Inspector. At least One (1) qualified Inspection Team Leader and One (1) Inspector must be present during all inspections. This agreement requires that the Inspection Team Leader(s) and One (1) Inspector must meet the qualifications established by the NBIS Code of Federal Regulations (CFR) Chapter 23 Highways, Part 650.309(b); and must have current training certification as a Bridge Safety Inspector issued by PennDOT.
