PHL is required, under Code of Federal Regulations (CFR) Title 49 Part 1542 and TSA Aviation Security Directive 1542-04-08H, to conduct background checks on all airport employees and workers before issuing a badge and obtaining unescorted access to restricted airport areas. The TSA requires that airports use one of the TSA certified and approved DAC services providers. The Applicant’s proposed scope of work should address each objective specifically and describe in detail how the Applicant will achieve the objective, or how the Applicant will enable Aviation to achieve the objective. The successful Applicant will receive, validate, and aggregate biographic and biometric data from the Airport and then transmit the data to the TSA for airport worker screening. The contractor shall fully automate the transmission of the biographic and biometric data from the Airport to the TSA and from TSA to the Airport. In addition, the contractor shall provide a webbased portal for the Airport to obtain transmitted airport worker screening information. Aviation currently utilizes ProWatch 6.5.0.17155 (badging system) and MorphoTrust Touchprint Enterprise (fingerprinting system) to process badge applicants. The selected Applicant shall have set fees for the services provided. Detailed billing reports will be required by Aviation for auditing purposes.
