The Philadelphia Department of Human Services (DHS) is seeking to engage a qualified organization to provide professional locator, field investigation, and surveillance services in support of its mission to protect children and strengthen families. These services are critical to ensuring DHS can carry out its statutory responsibilities when routine methods of communication fail. Specifically, they will be utilized in cases where the Department is unable to establish or maintain contact with identified children, their parents, legal guardians, or custodial caregivers.
