The General Services Administration (GSA), Mid-Atlantic Region 3, Public Building Services (PBS), Acquisition Management Division, is issuing this Request for Proposal (RFP) for a General Contractor for the James A. Byrne US Courthouse District Court Clerk’s Office Renovation Project in Philadelphia, PA. The contract is being set aside completely for Small Businesses.
Project Synopsis
PBS has identified a need for Construction Services for a Project at the Byrne US Courthouse located at 601 Market St., in Philadelphia, PA. As more specifically described in the plans and specifications, this project includes the renovation of approximately 32,300 GSF of existing interior office space located on the second floor of the James A. Byrne United States Courthouse. The project will include a complete demolition and new construction in the existing space, excluding the stairwell, elevator shafts, and restroom. The renovation will mostly include new open office space, with individual large and small conference rooms
The scope of demolition includes removal of existing partitions, interior finishes, and built-in caseworks. Included in the renovated space, there will be new interior partitions and doors, new interior finishes such as carpet and wall covering graphics, and new fixed casework at specific locations. There will also be new glass and paint at the individual offices and the smaller conference rooms. In addition, the large conference room will feature a divisible wall to partition the large room into separate smaller rooms. Plumbing includes (4) sinks, (2) icemakers, including connection pipework systems. HVAC includes reconfigure existing air distribution systems, retain existing AHUs, FCUs, VAV boxes. Automatic wet sprinklers – replace existing. Electrical includes utilization of existing panelboards, machine, equipment and user convenience power, lighting/controls, telephone/data (CAT6A), WAP, A/V and security (conduit only) and fire alarm upgrades.
The NAICS code for the construction work is 236220 – “Commercial and Institutional Building Construction."

The estimated total construction cost for the project is between $5,000,000 and $10,000,000.
Competitive Procedures
This procurement will be competed utilizing full and open competition in accordance with FAR 6.203. Competitive proposals will be requested in accordance with FAR 15 “Contracting by Negotiations.”
Selection Procedures
The award will be made utilizing the tradeoff process prescribed in FAR 15.101-1. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose proposal conforms to the solicitation and offers the best value to the Government, considering the price and non-price factors. For this procurement, the technical factors will be more important than price (FAR 15.101-1, Trade Offs). The technical factors will include:
- Project Management and Delivery Plan
- Prior Experience on Relevant Projects
- Past Performance on Relevant Projects
GSA requires a bid guarantee in accordance with FAR 52.228-1, as well as Performance and Payment Bonds prior to the issuance of a Notice to Proceed.

The period of performance from the issuance of the Notice to Proceed to substantial completion will be 260 calendar days.
