Mental Health is seeking qualified providers to develop an array of crisis services that will include Walkin Crisis Stabilization inclusive of eight (8) Crisis Residential Beds, Mobile Crisis, to include a Law Enforcement co-responder model, and a Crisis Call/988 center including a peer-warm line to serve Delaware County. Agencies may choose to apply for one or all levels of proposed services. This request includes the existing crisis services along with the creation of a new 24/7 certified/accredited Crisis Hotline and 988 Call Center. Service Providers should have or expect to have locations in Delaware County to house and administer proposed services. The Department of Human Services has identified a location for the Crisis Walk-in Stabilization/Crisis Residential program. The National Guidelines for Behavioral Health Care – Best Practice Toolkit from the Substance Abuse and Mental Health Services Administration defines comprehensive crisis services to be inclusive of the following elements • Someone to Contact – Crisis Call Center/Peer Warm Line/988 Call Center o Must operate 24 hours per day, 7 days per week, 365 days per year o Includes a Certified Peer Specialist component o Must be located in Delaware County • Someone to Respond – Mobile Crisis o Mobile Crisis o Mobile Crisis in Law Enforcement o Must be located in Delaware County • A Safe Place for Help – Low Barrier or no barrier Crisis Stabilization Settings o 24/7 Crisis response program currently complying with the 23 hour residential regulations, ultimately complying with the new Office of Mental Health and Substance Abuse Services regulations o Includes an 8-bed crisis residential program o Must comply with the 3800 Children’s regulations and have a separate area for children entrance, intake and treatment o A location within Delaware County has been identified for this program
