1. Project Management Program a. The consultant shall develop a Program Management Plan (PMP). The PMP shall be in accordance with the FTA’s Oversight Procedure 20 – Project Management Plan Review. The consultant shall lead this effort in tandem with SEPTA’s Program Management Team, and coordinate with the various SEPTA departments to prepare the PMP and various sub-plans. 2. Project Controls & Risk Management a. General & Qualifications i. Qualifications 1. The Project manager must have 10 years' experience with major transportation projects. b. Cost Estimates i. Design 1 . The consultant shall assist SEPTA as needed to review the cost loaded schedule and resource loaded schedule for the design activities for conformance that the costs and resources acquired are within previously approved budget projections. ii. Construction 1. The consultant shall assist SEPTA as needed in performing cost estimates for future scope, change orders and claims. c. Schedule Analysis i. Programmatic 1. The consultant shall review the monthly schedule updates submitted by the Designer and provide review comments to SEPTA within two weeks of receiving the update. ii. Construction 1. The consultant shall assist SEPTA in the review of the baseline project schedule for compliance with specifications found in SEPTA’S Scheduling. The consultant must also review any schedule updates to the baseline project schedule provided by the contractors on eBuilder to determine compliance with Planning, Scheduling and Progress Monitoring Specifications, perform an analysis of the critical path and logic changes and submit any comments to the Project Controls Manager. 2. The consultant shall analyze the contractor(s)’s monthly updated schedules, make recommendations regarding the acceptability of construction schedules. 3. The consultant must prepare and maintain a Program Master Schedule.
