1.1 This Specification covers the requirements to supply multipurpose lubricant for the maintenance of Pittsburgh Regional Transit’s (PRT's) vehicles and equipment as specified herein. The contract entered with the successful bidder shall be a for a two-year period. Prices quoted must remain firm for the period covered by this contract. Prices quoted shall include the cost of obtaining insurance coverages (see Section on Insurance Requirements), all delivery costs and charges (see Section 4.0 – Delivery) as well as any additional fees and surcharges (i.e. tariffs). 1.2 The product shall be used for its intended purpose and shall effectively lubricate chassis, wheel bearings, brake system and driveshaft components when applied on PRT’s bus fleet consisting of Gillig and New Flyer buses equipped with Meritor and/or MAN axles. 1.3 Bidders shall provide with their bid submission, or within three (3) days of request by PRT, updated Safety Data Sheets (SDS), sample drum labels, Global Harmonization System (GHS) information and environmental information for the product proposed, for PRT's review and approval. 1.3.1 Safety Data Sheets submitted to PRT shall include or have attached the reporting requirements of Section 313, Title III of the Superfund Amendments and Re-authorization Act (SARA) of 1986 and 40 CFR Part 372. Submitted SDS shall have been updated within the past five (5) years. 1.3.2 Environmental information shall include the identification of constituents in the product which are identified as hazardous pursuant to the following: a) Section 311 (b) (2) (a) of the Clean Water Act. b) Any element, compound, mixture, solution, or substance designated by Section 102 of the Comprehensive Environmental Response and Compensation Liability Act (CERCLA). c) Any toxic pollutant listed under Section 307 (a) of the Clean Air Act. d) Any hazardous air pollutant listed under Section 112 of the Clean Water Act. e) Any imminently hazardous chemical substance or mixture for which the United States Environmental Protection Agency (EPA) Administrator has acted pursuant to Section 7 of the Toxic Substances Control Act. 1.4 The Service Provider shall submit samples, test reports, updated SDS and Technical Product Bulletins for approval by PRT if changes to the compound (i.e., safety contents, properties, and the like), container, or packaging are made during the contract period.
