The Centre Area Transportation Authority (CATA) is soliciting proposals to obtain quotes from qualified proposers for consulting services to conduct a comprehensive Classification and Compensation Study, a recommended Classification and Compensation Plan, and on-going consulting as requested. The pricing structure of the quote should be a fixed fee for the product deliverable and training, and an hourly rate for consulting services beyond the deliverable. CATA’s current Classification and Compensation Plan was developed in 2019 and revised in 2023. A copy of that plan will be provided to the consultant for reference. The new plan is intended to replace the current plan for use by CATA. All positions must be classified and valued fairly in relation to the type of work and level of skill required. The new plan should include job classifications and salary/hourly rate ranges for each classification. The consultant will survey all classifications under the existing compensation system, which are currently assigned to one of 25 salary grades. The study should also recommend the total number of salary grades required as well as a minimum and maximum salary range for each. For upcoming years, CATA may contact the consultant for additional clarifications or market conditions, where the consultant may charge an hourly rate.
