• To develop a Rate Study based on Cost of Service principles for PWD. • The development of the Rate Study must encompass the elements outlined in the American Waterworks Association (AWWA) Principles of Rates, Fees and Charges Manual (M-1), the Water Environment Foundation’s Wastewater Financing & Charges for Wastewater Systems and be consistent with the Charter, PWD’s Regulations and the Constitution of the Commonwealth of Pennsylvania and be developed in a similar manner to the existing rates and charges of PWD (Water Environment Federation (WEF) Manual of Practice 27). • Determine the adequacy and most appropriate structure for all rates, fees and charges assessed by PWD considering such current issues as conservation, consumption characteristics of various customer types, deviation from cost of service principles and fairness and equity implications, financial stability, customer affordability and economic development. • Develop projections of future revenues and revenue requirements to be used in future bond transactions during the term of the contract. • Complete the required financial feasibility and engineering evaluations periodically, as necessary. • Such evaluations must be consistent with those previously provided in the Department’s official statements and the requirements of the Pennsylvania First Class City Revenue Bond Act (Act). • Provide PWD with information sufficient to support a recommendation to the Water Rate Board for a multi-year adjustment of rates. • The selected respondent will be expected to perform tasks related to the rate proceeding within a 7 month time frame of the notice to proceed.
