The objective of this RFP is to solicit qualified vendors to implement a comprehensive program comprising Community Restorative Circles for justice-impacted juveniles; Community Restorative Circles for juveniles being held in juvenile placement such as the Philadelphia Juvenile Justice Services Center (PJJSC); Parent Engagement Sessions for parents of adjudicated juveniles; and offer opportunities for Community Service Placements for juveniles. The program aims to foster accountability, personal growth, family involvement, and community reintegration for juveniles involved in the justice system. The program should include best practices and hands-on training that results in certification. The vendor must further have solidified a relationship with barbers and must guarantee that upon completion of the training, the juvenile will be placed in employment and/or apprenticeships that lead to licensure.
